  1. Designated Demonstration Area(s)

The primary designated area for demonstrations is the former softball field located on the south side of campus. This area provides adequate space for large gatherings while maintaining an appropriate distance from academic buildings and operational facilities. The designated area encompasses approximately 131,000 square feet or about three acres and can accommodate demonstrations of varying sizes without disrupting normal campus operations.

If demonstrations are requested at an Education and/or Technology Center, a designated location and time will be defined.

  1. Notification Requirements

Mandatory Advance Notification (48 hours minimum to Director of Public Safety):

  • Large-scale events (15+ participants, amplified sound, temporary structures, or events exceeding 4 hours)
  • Any demonstration requesting the use of amplified sound equipment
  • Events involving external participants or media coverage
  • Counter-demonstrations or competing events
  • The physical site where the incident occurred or where access is being restricted, including the Main Campus, any Education Center, or the Technology Center.

Spontaneous Demonstrations (No advance notification required):

  • Fewer than 15 participants
  • No amplified sound
  • Duration of 4 hours or less
  • Conducted entirely within the designated area

Notification must include:

  • Estimated number of participants
  • Expected duration and time frame
  • Nature of demonstration topic
  • Contact information for organizer(s)
  • Request for amplified sound (if applicable)
  • Any special equipment or staging requirements
  1. Time and Manner Restrictions

Permitted Hours:

Monday through Friday, 7:00 AM to 10:00 PM; Saturday and Sunday, 8:00 AM to 8:00 PM, or during posted campus operating hours, whichever is more restrictive.

Prohibited Activities:

  • Blocking building entrances, exits, or emergency access routes
  • Obstructing designated walkways, roadways, or accessible pathways
  • Interrupting scheduled classes, official college events, or essential services
  • Using amplified sound without prior written approval
  • Engaging in violent, threatening, or harassing behavior
  • Damaging college property or personal property
  • Bringing weapons or dangerous materials onto campus
  1. Amplified Sound Approval

Requests for amplified sound must be submitted in writing to the Director of Public Safety at least 48 business hours in advance so the College can notify neighbors and include:

  • Specific equipment to be used
  • Intended volume levels and duration
  • Justification for amplification needed
  • Mitigation measures for noise impact

Approval criteria:

  • Sound audible beyond designated area boundaries will generally not be approved
  • Amplification during class hours (8:00 AM - 5:00 PM, Monday-Friday) requires additional justification
  • Equipment must not exceed levels that interfere with nearby activities
  1. Enforcement Authority Matrix

Level 1 - Campus Security/Public Safety Staff:

  • Issue verbal warnings for minor violations
  • Document incidents and notify supervisors immediately
  • Request voluntary compliance with time/place/manner restrictions
  • Coordinate with higher authority for escalation

Level 2 - Director of Public Safety:

  • Authorize termination of demonstrations posing clear safety threats
  • Issue formal violation notices
  • Make determinations on amplified sound violations
  • Coordinate with local law enforcement when necessary
  • Approve amplified sound requests

Level 3 - VP of Student Services:

  • Make final determinations on "disruption of normal operations"
  • Authorize disciplinary referrals for students and employee policy violations
  • Approve exceptions to designated area restrictions
  • Handle appeals of Level 1 and Level 2 decisions within five (5) business days

Level 4 - President or Designee:

  • Authority to close campus areas to demonstrations during emergencies
  • Final authority on removal of external participants
  • Override lower-level decisions in emergency situations
  • Coordinate with legal counsel on matters with legal implications

Immediate Termination Authority (Any Level 2+ Official):

  • Physical violence occurring or imminent threat thereof
  • Weapons present or credible weapon threats
  • Emergency vehicle access blocked
  • Structural damage to college property is occurring
  • Clear and present danger to persons or property
  1. External Participants

External participants (non-students or employees) may observe demonstrations, but may not:

  • Organize or lead demonstration activities
  • Use college facilities or resources
  • Remain on campus if requested to leave by Level 2+ authority
  • Participate in activities that violate this procedure

External participants who disrupt college operations or violate campus policies will be asked to leave immediately and may be subject to trespassing charges.

  1. Counter-Demonstrations

When competing demonstrations are scheduled:

  • Minimum 50-foot separation must be maintained between groups
  • Separate entry/exit routes will be designated
  • Additional security measures may be implemented
  • Both groups must comply with all notification requirements
  1. Emergency Procedures

In case of severe weather, medical emergency, or safety threat:

  • Campus security will coordinate an immediate response
  • Demonstrations may be temporarily suspended until conditions are safe
  • Participants must comply with emergency evacuation procedures
  • Activities may resume when authorized by the Director of Public Safety
  1. Appeals Process

Decisions regarding demonstration restrictions, denials, or disciplinary actions may be appealed within five (5) business days to:

  • Level 1 and 2 decisions: Appeal to VP of Student Services
  • Level 3 decisions: Appeal to the President
  • Presidential decisions: Appeal to the Board of Trustees

Appeals must be submitted in writing with specific grounds for the appeal.

  1. Documentation and Reporting

All demonstration activities, notifications, violations, and enforcement actions must be documented and reported to the VP of Student Services within 24 hours. Records shall be maintained for a minimum of three (3) years.
